This paper presents the development of a mobile database application to enable students to access the teaching materials such as lecture notes or tutorials using supported mobile phones or Personal Digital Assistant (PDA). Students could also use the system to access class information and check the course work for the enrolled class. The idea of this project is to employ Wireless Application Protocol (WAP) application in the learning process to overcome time constraint problem and it is the effective method for accessing information as mobile phones is used by most people. Open source web tools and emerging web technologies, such as Ajax, are used to implement the proposed system to ensure its performance and to minimize its cost. The proposed system has operated online using the City of Bellevue’s data since January 1, 2007. It is not only an arterial traveler information system but also an online analysis tool for urban traffic network. The system offers two analysis functions: time-domain analysis and scatter plot analysis. To demonstrate the strength of this platform, three case studies are presented in this paper, one uses historical traffic flow map to identify bottlenecks, one applies before-and-after analysis to evaluate the impact of a snow storm, and the other employs time-series data to evaluate intersection performance. In the architecture, there are so many subsystems to affect system performance, moreover they relate with each other. As a result, in the respect of overall performance, it is usually meaningless to measure each subsystem’s performance separately. In SOA system, the performance of the business process layer with which users keep in contact depends on the summation of the performance of the other lower layers. Therefore, measuring performance of the business layer includes indirect measurement of the other SOA system layers. We devised a business-centric SOA test framework in which activities and control primitives in business process managers are simulated to invoke commands or services in a test scenario. That is, in the test framework, a real business process scenario can be replaced to a mimicked business process test scenario, which is executed in a test proxy based on event mechanism. Nowadays, since devices can fi nd more than one access point (AP) in wireless local area networks (WLANs), we are supposed to choose the access point which tends to provide the best performance based on the kind of usage for which it is specifi ed. Currently, in order to select the most appropriate AP, computers use the received signal strength which is referred to as the Signal Strength Strategy (SSS). But this leads to the concentration of many nodes on the nearest AP; as a consequence, unbalanced traffi c load will be imposed on WLAN. However, there may be some APs at a nearby location which were still in the idle mode. In this paper, we have tried to balance the traffi c of WLANs with a dynamic method for the access point selection by taking into account the throughput which is achieved from the specifi c servers over the Internet (not just the throughput of the node to an AP). Therefore, we have specifi ed some servers on the Internet as our reference servers for measuring the Internet bit rate. This method was aimed at reducing the negative impact of the low throughput of one node on the others, without transmitting extra packets. Besides, to stabilize the wireless connection, the method benefi ted from the signal strength as well as the applied throughput based on the desired usage of the network and special QoS parameters, such as minimizing power consumption, UDP or TCP connection. In this approach, two level mixed indices are established including term index and term relations index. The Maximum Match algorithm in Chinese segmentation is used to find multi-term relations from text data. With this approach, we can obtain the “right” answer quickly and efficiently.
