Therefore, according to the research of emergency management, the main factors that affect the evaluation of emergency effect for communications plan are proposed. In order to avoid the effect of individual subjective judgment and favoritism on the result of evaluation, a method based on Analytic Network Process (ANP) and Fuzzy Comprehensive Evaluation (FCE) is applied. Thereinto, ANP is used to determine the weight of each index, the FCE is applied to information processing of the evaluation. The comparative analysis is performed by creating a common set of changes and studying the behavior of the metrics before and after changes.
