The purpose of the paper is to provide project management plan based on Project Management Body of Knowledge or PMBOK in short, to the creation of e-learning content. The creation of something that produces product, service or result is considered as a project. In other words, the e-learning content creation is one of the definitive project. However, 71% of the projects were failed or challenged and one of the top reasons why project failed is bad estimates of planning in the project. Even more challenging, elearning project suffers more than the failure rate of information system. Just having a plan and poor planning may lead to failed project. Nevertheless, the e-learning project needs project management plan. Rather than as a methodology of the research, the project management plan can be considered as a guide to carry out the work in the project. The study found that the project management plan consists of scope, time, cost and quality. This research will be useful for those who concerned in creating project management plan. Mostly of project plans are based on scope, time, and schedule. But it remains to be seen whether the product has met the customer or owner expectation. It was based on the assumption that graduate students use the Internet more than the library. Literature on library and the Internet were reviewed. Here adopted convenient sampling technique to select the sample for the study. Data was collected using questionnaires. Collected data was statistically analyzed and interpreted using the Statistical Package for the Social Sciences. Findings of the study indicated students do not bypass the library in satisfying their information need. They use both the library and the Internet, although Internet usage was more than the library, hence the Internet was the most preferred source of information. The present study aims to analyse the growth of digital library publication in India. Scientometrics is one of the most important measures for the assessment of scientific productions. The study covers a total of 1068 research papers indexed by Scopus database from the marked period of study and studies examined and analysed on the basis of the distribution of publication, identify the authorship pattern, annual growth rate, the degree of collaborations and the most productive authors. The highest 108 (10.11%) of research papers were published in the year 2016 and out of 1068 publications, the maximum 398 of research papers were published by two authors. The maximum (300) annual growth rate was recorded in the year 1997 and overall degree of collaboration is 0.81. The most prolific author on the digital library was Urs, S.R. with 13 publications.
